I have studied basic French language course few years ago but it seems that the language is really hard to learn. It is even harder to pronounce the words.

How can one study and practice French language so that he/she can learn it fast and effectively? Assuming that he/she is not living in France and doesn't know of anybody who can speak the language. What means can he/she make in order to learn this language?

Ordinary movie DVDs with french subtitles and french language tracks help a lot.

Also audio books and reading french books and magazines keeping a note of unusual words and looking them up later in a dictionary.

I think its better to try and quess the meaning from context and look up the actual definition later.
