These days there are always local forums/facebook groups/twitter streams that facilitate contact with fellow expats to help with day to day issues, even in the msot remote areas :)

Why not join a sporting club or some other association for something
you are interested in? You will generally find French people quite welcoming
in such venues - that has been my experience, anyway.
